This plugin is intended to be called via nrpe. It compares the local clock against multiple ntp servers and reports the average delta, ignoring down/unresponsive NTP servers. It avoids false alarms caused by one ntp server having an out-of-sync clock or comparing your clock against one NTP server having an outage.
