Check out AlertGrid at http://alert-grid.com AlertGrid is a web-based event handling app. Events can be submitted to AlertGrid by an extremely simple and straightforward API (see http://alert-grid.com/documentation/ ). You can then create rules using nice designer. The rules handle ocurring events or handle events that did NOT occur (which is great for all types of heartbeat monitoring). Built-in actions are email, SMS and phone notifications (more to come soon!). There is absolutely NOTHING to configure with regards to notifications: you create sms or phone call templates in 10 seconds and they work as expected! You only need to feed AlertGrid with events (aka Signals) via the API.
