Improvements on 0.01: now handling < 1 ms times by rounding up to 1, and fractional times above that by rounding up and down rather than just truncating at the decimal point.

This is exactly what I needed! Took me a minute to figure out the syntax and add it to the commands file, etc. But that's no reason to rate it any less than excellent. Thanks!
