This script is a event handle for check alive. Switches default gateways if Nagios server has cluster gw and eatch host of cluster have public internet access (only one can be used at a time). If this is the situation, notifications can still be sent if one of percentage range ip defined in conf goes down, otherwise no notifications will be sent and you won't know the state of your network.
