Liebert Npower UPS check updated

Project started to monitor Liebert Npower UPS. Perl script designed to be highly re-configurable to be able to monitor more attributes. Currently written in perl and to monitor battery state only. (This is an update to Adam Koch's script. I tried posting my update in comments under his project but the less-than and greater-than signs get all messed up, so here is my update as it's own project. -Joshua Parsell)
